Earlier period intervention and earlier period evaluation is basic method and strategy of protecting children exist health development. This articles will discuss basic concept of children development, basic relation of children behavior and adaption, basic law of children behavior development and basic method of earlier period intervention and earlier period evaluation from children auxology and praxology. Earlier period intervention is various kinds of corresponding intervention study that is put into practice in affecting development risk factor of biology and sociology, eliminating passive agent, accelerating positive agent, in order to protect children well-being development, prevent bias and correct disorder. Earlier period evaluation find out positive and passive agents of affecting children development by utilizing various method and technique into single or comprehensive checking, screening and diagnosing, and using medical pedagogic psychological sociologic special theory and technique, in order to provide theoretic and practice evidence for instituting corresponding intervention counter measure.
